NOA Open letter to the Metropolitan Police

10 May 2026

NOA delivered an open letter to Operation Cornpoppy, the Prime Minister, Minister for Safeguarding, the Home Secretary and Justice Secretary. The letter expressed NOA's concern that the police investigations did not identify victims of trafficking in the Fayed case until April 2026 – following survivor camapaigning. Nor has it adopted a trafficking framework for the investigation despite indicators of trafficking recognised by both the government and the Council of Europe. 

NOA letter to the Prime Minister | SLAPPs

23 Mar 2026

NOA wrote to the Prime Minister to request that the King’s Speech includes legislation to tackle SLAPPs. That

legislation should include early dismissal of abusive claims, cost protection for defendants, a clear statutory definition, application across all areas of public interest reporting, protection for those contributing to such reporting and for survivors seeking to bring civil claims, and meaningful deterrent consequences for those who misuse the courts for this purpose. Despite widespread campaigning, the King's Speech on 13 May 2026 did not mention action against SLAPPs.

NOA Letter to the Prime Minister | Questions for Planned Meeting with Survivors

13 Mar 2026

NOA wrote to the Prime Minister to outline questions for meeting with survivors to ensure that the meeting provided substantive engagement on issues including: the breadth of the Met investigation; independent oversight of the Met investigation; commitment to secure and preserve evidence; and a public commitment to ensure that accountability is achieved.

Submission to the United States Trafficking in Persons (TIP) Report

27 Feb 2026

NOA submitted evidence to the US Trafficking in Persons Report, relating to institutional failures by the UK in responding to Mohamed Al Fayed’s labour and sex trafficking enterprise.

Safeguarding of evidence | Met response to NOA

9 Feb 2026

The Met responded on 9 February 2026, stating that the NOA letter described “broad and hypothetical risks” and that NOA concerns were “broad and thematic” in nature.

Submission to the UN Special Rapporteur in Trafficking

28 Jan 2026

NOA submitted evidence to the UN Special Rapporteur in Trafficking in Persons, Especially Women and Children, detailing a sustained trafficking infrastructure that involved the sexual exploitation of more than 400 women and children over several decades.

NOA letter to the Commissioner for Human Rights, Council of Europe

26 Jan 2026

NOA wrote to the ECHR Commissioner to highlight systemic failures to prevent, investigate and remedy human trafficking and sexual exploitation linked to Mohamed Al-Fayed and Harrods, expressing concern over the UK's compliance with Articles 3, 4, 6, 8, 13 and 14 of the European Convention on Human Rights.

Safeguarding of evidence | NOA letter to the Met

20 Jan 2026

NOA wrote to the Met addressing “serious safeguarding concerns arising from the way civil redress for survivors of abuse linked to Harrods and the Fayed estate is reportedly being structured and to ask what steps the [Met] is taking to mitigate foreseeable risks to victims and to ongoing criminal investigations.” The letter referred to “allegations of serious sexual abuse, exploitation and trafficking”.

NOA Letter to the Prime Minister, Home Secretary and Justice Secretary | Trafficking and Justice Failures

21 Dec 2025

NOA wrote to the Prime Minister, the Home Secretary and the Justice Secretary highlighting the failings of the British state in regard to the investigation and identification of trafficking, safeguarding, policing and civil justice. Jess Phillips responded on 14 January 2026, stating that she would meet survivors through the APPG. This meeting took place on 23 March. NOA subsequently sent Jess Phillips a dossier of recommendations for legal reforms.

Fayed Trafficking Map

9 Nov 2025

NOA created and published the first visual map of the domestic and international trafficking routes described by Fayed survivors. The map evidences movement across the UK, France, the US, UAE, Switzerland and Monaco. Making the invisible visble, we made a research tool available to lawyers, journalist, parliamentarians, survivors – and the public. The Sunday Times covered the story.

Submission to GRETA Council of Europe

9 Oct 2025

NOA submitted evidence to GRETA for the purpose of its 4th UK evaluation round, in respect of a current and serious failure by the UK to fulfil its obligations under the Council of Europe Convention on Action against Trafficking in Human Beings (ECAT). GRETA referenced NOA’s submission its UK evaluation report published on 5 May 2026, formally recommending that trafficking offences be investigated and prosecuted as such, rather than as lesser offences.

Home Office: Identification of victims of modern slavery – call for evidence

3 Oct 2025

NOA submitted evidence to the Home Office Call for Evidence: Identification of Victims of Modern Slavery, detailing failures of the Met to identify potential victims of trafficking in the Fayed case. The Home Affairs Committee declined to hear NOA lived experience for this purpose (see above). The report, published on 24 February 2026, did not reference the issues raised in NOA’s submission.

Public Accounts Committee call for evidence: government compensation schemes

3 Oct 2025

NOA submitted evidence to the PAC Call for Evidence: Government Compensation Schemes, highlighting the need for statutory redress in cases of mass harm.

Justice Committee Inquiry: Access to Justice

22 Sept 2025

NOA submitted evidence to the Justice Committee Inquiry: Access to Justice, supported by Right to Equality and McCue Jury & Partners law firm, highlighting serious failures within the British justice system. “Isabella” of NOA attended the Justice Committee Inquiry: Access to Justice Roundtable at the House of Commons on 9 March 2026.
